This reading of a periodical published by prison reformers, was curiously interesting. The narration was steady and clear. Stories of outdated institutions contrasted with those of new methods of educating and employing inmates. One article condemned the use of whipping as a form of punishment in the state of Delaware—used mostly against African Americans. But a letter from the governor of DE extolled it as a deterrent. Per Wikipedia, the last whipping was 1952; the law was removed in 1972; the last whipping post was removed in 2020 (26May2025)
